Just a reaction going off on a tangent from Yves Smith's thinking on this. She's misidentified what's important about the Liberal Party invoking of the EA.
There's a sentiment that the protests are mainly American funded, and following the money will bring us to the doorstops of particular American groups of people with vested interests in ending restrictions and discrediting Covid-19 measures. The EA invoking is likely not about stopping the money (although certain individuals will probably be targeted to set examples, and the banks will play along with this as Canada retains far more control over its banks than the US does theirs).
It's about discovering where the money's coming from. And getting these names will probably lead to certain discrete talks between Canadian and American officials about maybe taking down these American interests down a notch or two as they're getting a little too big for their britches. Ask for American officials to burn their fingers, and allow prosecution of someone relatively important to this group, which would give these interests all something else to do other than trying to pursue regime change in an allied country.
The sort of treatment Canada's received in these protests from American interests might be good enough for the likes of Ukraine but to witness them being done here is beyond crude. The right to destabilizing governments lies in the hands of the state and not in the hands of individuals, and so Canada will probably look to US officials to give short and sharp raps on the knuckles of the driving forces behind the protests to settle them down. Do to the Kochs as what was done to the Sachlers.
* Even if this is not true, the federal government will propagandize it
into the truth very quickly. But it's likely the truth anyway, and so
the federal government will have little work to do in the lead-up to the
coming elections. Just allow headline after headline of a sordid list
of names people will recognize on the peripheral: Koch, Sachler, Musk,
and so on and so forth.
* Just to note, this is my mere speculation of Liberal Party elite thinking on this. I also think the Liberal Party will rethink the RCMP and other federal organizations and embark on a modest and discrete program of deHarperfication of these entities. Witness resignations of important positions in the RCMP soon. The Liberals will probably seize on a silent strain of anti-Americanism that's silently bubbling beneath the surface of many Canadians, and cruise to a majority government in the next election.
* It's important to remember, Canada's not a nice country. It's a wealthy colonial power that has vested interest in appearing friendly right up to the point where it takes control of other nations' resources through subterfuge and legal trickery, ala the French way.
* It's also really important to note, Canada is not entirely bound to its constitution, which is more of a patchwork document (remember, it was originally a British document written to allow loose imperial control of its colonial interests). Any and all attempts to reform the Constitution have ended in failure as any number of interests tend to have competing interest in amending it. Also, the Charter of Rights and Freedoms has loopholes big enough to drive a convoy through, and so is more of an aspirational document. The federal government tends to take a hands off approach to most events but when it does take hold, it usually squeezes. A majority of Canadians will probably watch what happens to the convoy supporters, and probably shrug as whatever the federal government will do is not happening to them; it'll just be happening to those "American lovers and wannabes".
* The Convoy Protests will probably be memory-holed except when it's needed as a cudgel to beat down on the heads of the CPC. This will probably be the high water mark of neo-Conservative movement, and much like what happened to the counter-culture movement, things will roll back against them to a point where they're irrelevant in the grand scheme of things.
